Maricopa County Jails are English Only

Maricopa County Sheriff Joe Arpaio is in the news again for some controversial English classes being offered in his jail.  How can English classes be controversial, you say?  Personally, I don't think they are, but where there's a will there's a way!  I saw someone on the news comparing Sheriff Joe's English teaching program to Nazi concentration camps...huh?  Offering free English classes to those inmates who want them makes Sheriff Joe a Nazi?  Alrighty then.

The classes are not mandatory.  However, Sheriff Joe says that his jail is truly English only.  So the inmates who do not speak English are wise to learn it.  The inmates seem to want to learn English, and even sing songs in English.  So what is the controversy?  Being able to communicate with the people around them can only make their life easier, both while they're in jail and after they're released.  Perhaps speaking English will even help them to get a job and stay out of jail in the future.

Why would anybody living in an English-speaking country NOT want to learn English?  Especially when it is offered to them free of charge, while they are in a U.S. jail and have nothing better to do with their time.
